My neighborhood was built in the 1970s with underground power, ATT phone lines, and Comcast cable lines... everything is underground. Every neighborhood nearby in any direction from mine has above ground utilities and got ATT fiber ~4 years ago. It requires laying all new fiber optic cable in the ground and on rare occasions on utility poles. One foot of fiber at time, just think how many miles of streets are in your city or just your neighborhood. That is a lot of ground to cover and takes a lot of time.
